Did they fix the problem with pre-purchase?

I want to buy the pre-purchase, but hesitant to because of what I read here on the forums about all the problems with many people not getting it complete, or hitting the button I guess too many times and being charged multiple times. Also, can we use our 110 boost right away, or do we have to wait?

Please help.
